The RCSD Board of Education is exploring options for consolidating our preschool programs onto one campus. We will continue to update the Woodbridge and Kaseberg communities through direct messages and this webpage.

Where are preschools currently located in RCSD and why/how were they placed there?
The preschool program is currently located at Kaseberg and Stoneridge Elementary Schools. These campuses were chosen because they had available space and/or are centrally located within the district, making them more accessible for families across RCSD.
What options exist for a consolidated Preschool Program at one site?
Kaseberg Elementary School and Woodbridge Elementary School.
If Woodbridge Elementary School were to be considered as the location of the Preschool Program, what would that mean for TK-5 students currently attending Woodbridge?
The elementary boundaries of Woodbridge would be changed to Kaseberg Elementary School’s boundaries and students would attend Kaseberg.
If Board approved, when would Woodbridge transition to a Preschool?
The earliest this could happen would be the 2026-27 school year. Woodbridge would remain a TK-5 for the 2025-26 school year.
What are the requirements for considering/completing a school closure in California?
Woodbridge would not close. The current grade configuration of the school would be adjusted to preschool only.
What is preschool consolidation?
Preschool consolidation involves combining multiple existing preschool programs or services into a more unified system.
Why is preschool consolidation being considered?
Consolidation is being explored as a way to potentially improve the coherence of RCSD’s preschool programs, enhance the continuum of service options available to students, and increase the efficiency of staffing and resources within the preschool program.
What are the different options for preschool consolidation in RCSD?
Option 1: Preschool located at Woodbridge School, Woodbridge TK-5 students to Kaseberg.
- Kaseberg’s current enrollment is 298, but they have a capacity of 673 students
- Woodbridge’s current enrollment is 295 with a capacity of 440
- If TK-5 Woodbridge students were to attend Kaseberg Elementary 570 students would potentially be enrolled there.
- Up to 3 portables may be needed, but this is still to be determined. At this point in time, we do not believe any portables will need to be added.
- Preschool’s current enrollment is 198 students
- Woodbridge would not require any significant modifications to accommodate preschool students.
- Cost of this option would be minimal, less than $100,000. At this point in time, we do not believe any portables will need to be added, so the only cost would be lowering some fixtures on campus.
Option 2: Preschool located at Kaseberg Elementary School, Woodbridge remains the same.
- Preschool would be consolidated on the Kaseberg campus.
- Eight portables and fencing would be added to Kaseberg with infrastructure and ability to add additional portables as needed.
- Cost of this option would be approximately $4.2 million.
What are the potential benefits of preschool consolidation to the preschool program participants?
Potential benefits include:
- Increased program quality. Consolidation can allow for more consistent program delivery and standards.
- Improved service delivery. Consolidation may allow for a broader range of services to be offered more effectively.
Families at Woodbridge depend upon food deliveries from the local food bank. Would these continue at Kaseberg if Woodbridge TK-5 students moved there in the 2026-27 school year?
Yes, Kaseberg would work with the current providers to schedule deliveries to Kaseberg. In previous years, Kaseberg families also received food deliveries on campus.
What after school care options are available to TK-5 students at Kaseberg?
Currently, after school care options are available through the City of Roseville’s Adventure Club and Right at School. Both programs have ELOP low and no cost offerings, depending upon family income levels. If the decision is made to move Woodbridge TK-5 students to Kaseberg, district staff would work with providers on options for all families.
Will busing be available if Woodbridge students are moved to Kaseberg?
No, RCSD is able to provide limited bus transportation only to students who live outside the 2.0 mile distance from home to school for elementary students and those who require transportation as part of their Individualized Education Plans.
If Woodbridge TK-5 student boundaries are moved to Kaseberg, could I submit a transfer to another RCSD school instead?
Yes, students who reside inside the Roseville City School District Boundaries who desire to attend a school outside of their resident home school boundaries for a specific set of reasons can apply for an intra-district transfer. If granted, transportation is the responsibility of the family.
West Roseville has been heavily impacted due to new home development. Because of this growth and the overflow challenges we are facing, the following RCSD School Sites are closed to new transfer requests:

- Junction Elementary
- Orchard Ranch Elementary
- Riego Creek Elementary
- Fiddyment Farm Elementary
- Diamond Creek Elementary
- Blue Oaks Elementary
- Westbrook Elementary
- Cooley Middle School

How will community input be considered in the consolidation process?
Engaging the community and addressing their concerns is crucial. We are committed to discussing this with families during community meetings, talking via phone, in-person, email or ParentSquare comments/direct messages and through this webpage. Those interested can also attend and/or watch a livestream of RCSD Board of Education meetings.
Has there been any consideration or analysis on the impact this will have on drop off/pick up traffic at Kaseberg?
Kaseberg was designed to serve 673 students, which includes considerations for drop off/pick up
How does consolidating the preschool to Woodbridge achieve the inclusion requirement under IDEA?
The current RCSD Preschool program provides opportunities for inclusion by inviting same-age peers without Special Education services to participate in the program as social and language models. The majority of those peers live in central Roseville making it challenging for families to participate in the program at Stoneridge Elementary. By having the program consolidated at one site in central Roseville, we can increase the participation of peers in the program.
The Preschool program is also developing a partnership with the state preschool currently located on the Kaseberg campus to place students in that program and provide Special Education services with the regular early childhood program. By consolidating the program at one site with the state preschool program, we would be able to increase the number of students who are able to receive their Special Education services in a regular early childhood setting.
How has Kaseberg Elementary been performing academically?
Kaseberg Elementary is a 2024 National Blue Ribbon School – the highest achievement for an elementary school in the nation – and a 2025 California Distinguished School. In the last few years, Kaseberg’s academic achievement growth has surpassed many in the area and they have also been recognized for improved attendance, and earned Platinum status for PBIS. Increasing the enrollment at both Kaseberg and Woodbridge could also provide opportunities for additional programs to students.
What about staffing? What will happen to counselors, etc.?
If Woodbridge TK-5 students are moved to Kaseberg, these offerings will be maintained:
- Community Liaison
- Transitional Kindergarten
- Intervention Teacher(s)
- Counselor
- Physical Education
- Music Education
- Expanded Learning Opportunities Program (ELOP)
