English Learners
The California Department of Education supports Local Education Agencies (school districts) to achieve the following goals that focus on helping to close the achievement gap that separates English learners from their native English-speaking peers:
- Ensure that English learners acquire full proficiency in English as rapidly and effectively as possible and attain parity with native speakers of English.
- Ensure that English learners, within a reasonable period of time, achieve the same rigorous grade-level academic standards that are expected of all students.
In order to accomplish these goals, all English learners are provided with English language development (ELD) instruction targeted to their English proficiency level and appropriate academic instruction.
The Roseville City School District is committed to developing academic English language proficiency, a positive self-image, and reclassification to Fluent English Proficient as well as developing an appreciation of the cultural and linguistic diversity English learners bring to the community. We support students in their ability to attain bilingual, and for many, multilingual proficiency as well as mastering grade-level academic core standards.
In order to achieve these goals, Roseville City School District will:
- Provide students with high-quality curricular activities and lessons that address the California State Standards
- Offer programs based on student need and research-based educational pedagogy
- Provide ongoing, high-quality staff development
- Embrace parent involvement in the educational process
Schools in our district provide services to those students for whom English is not their primary language. Students who are designated as English learners are taught specific language development skills in accordance with the 2012 California English Language Development Standards. If a language other than English is listed on a student’s Home Language Survey, they are given the English Language Proficiency Assessments for California Test (ELPAC). Student scores on the Initial ELPAC determine if the student is Initially Fluent English Proficient (IFEP) or an English Learner (EL) student. English Learner students are placed in a general education classroom with a teacher authorized to teach English Learners.
District English Learner Advisory Committee (DELAC):
The Roseville City School District has a DELAC made up of representatives from School Site English Learner Advisory Committee (ELAC) members. This group meets four times a year and advises the district on a variety of matters relating to English Learners.
The purpose of the DELAC is to provide guidance and advice to the Board of Education and the District staff on the needs and services for English learners.
All DELAC meetings will be Zoom meetings until further notice. The meetings will begin at 5:00 p.m.

School Site English Learner Advisory Committee
(ELAC):
School sites that have more than 21 English learners are required
to form an English Learner Advisory Committee (ELAC). This
committee is made up of parents of English Learners as well as
other parents and shares responsibility for planning school
programs. For information regarding participation on an ELAC
contact your school site.
The role of the ELAC is to advise the principal and School Site Council on programs and services for English learners. The ELAC acts in an advisory capacity. It is not a decision making body, but it is the voice of the English learner community. Specifically the ELAC:
Advises the principal and school staff on programs and services for English learners and the School Site Council on the development of the Single Plan for Student Achievement.
Assists in the development of the school’s needs assessment and efforts to make parents aware of the importance of regular school attendance.
Has representation on District English Learner Advisory Committee (DELAC).
English Classes for Adults
The Roseville Joint Union High School District offers English As a Second Language classes for adults who are wishing to develop their English skills. These classes are hosted by the Roseville Adult School and focus on teaching skills in speaking, listening, reading, and writing.
